Who has more jurisdiction: LAPD or the Los Angeles County Sheriff Dept? And how does the Highway Patrol figure into it?

Los Angeles is a county. There isn't a Santa Monica PD or Westwood PD. I guess I'm asking how does LA have a County and a City law enforcement agency? And who does the HIghway Patrol answer to? Thanks to any officer who can clear this up for me.

The LAPD has jurisdiction over the city limits of LA, including surrounding suburbs.
The LA County Sherriff has jurisdiction over the whole of LA county. This includes LA, although it does not provide regular police services within the city limits (the LAPD does that). It does provide police services to surrounding unincorporated areas, and also to smaller cities within LA county that don't have their own police department. Within LA it also proivdes security at county jails and on transport services.
The California Highway Patrol is a state government agency (part of the California State Transportation Agency). It has jurisdiction across the entire state as a result, although as their name implies, their main focus is the highways so they do not ordinarily operate within the city, although legally they could. Basically, most agencies generally focus on their particular area and focus, although they do collaborate and sometimes a given area can fall under the jurisdiction of multiple agencies at once.

LAPD is commissioned by the city and the extent of their jurisdiction. That includes LA suburbs that are unincorporated.
LASO is commissioned by the county and has countywide jurisdiction.
CHP is state commissioned and a statewide charter.
Some non incorporated cities, such as Lennox, have a local sheriff office with county authority.
I do believe Santa Monica does have its own police department, but you can find LASO offices about anywhere in the county, along with CHP.

They have different powers within L.A. county. The Sheriff handles the county of L.A. while the L.A.P.D. deals only with the city of L.A. which is spread all over the place in different parts. Yes, there is a Santa Monica P.D. since that is a separate city. Westwood is not a city, it is part of West Los Angeles. The Highway Patrol is a state trooper, so his jurisdiction is anything other than a particular county or city.

The Sheriff's Department has jurisdiction in the entire county, including the city of Los Angeles.
The CHP has jurisdiction in the entire state. Their focus is highway safety, so they would not routinely patrol city streets even though they have jurisdiction. They do have full police powers after they merged with the California State Police in 1995. They fall under the jurisdiction of the California State Transportation Agency, which is a state cabinet-level agency

Los Angeles is a county and a city. The sheriff is responsible for the territory NOT in the city limits.
The hi po is a state agency with jurisdiction over, you guessed it, the entire state.
