I got pulled over going 95mph in the fast lane about 5 seconds after a motorcycle passed me going over 130mph. When the CHP came to my passenger window, he immediately asked the usual questions like "are you drinking?" "do you know how fast you were going" etc.. Then the CHP said, "did you see that motorcycle and thats why you went so fast?"

Does this not imply that the CHP saw a higher priority target, but ignored him due to either laziness or some other factor? Can I address this in court? Is there any sort of document that says that the CHP's should go for the higher priority in situations as such? I'm not saying I don't accept that I was in the wrong, believe me, ill pay the fine; I just want to know if theres any rules for the CHP regarding multiple people breaking the law at the same time xD

There are no "documents" that say that the CHP has to pull over the driver who was going faster.
