ARREST WARRANT FOR 4463(a)(1) VC?

Question

I was arrested on 6-20-2010 for bad registration tags. When I went to court on 6-22-2010 I was ordered to spend 5 days in jail in lieu of my fine for my prior charge (also false registration tags) which I had gotten on 3-12-2009. When I asked the judge about my new charge he told me the D.A. refused to prosecute me. I was released that night from county jail and I was paying my court fees going on with my life when I received a WARRANT OF ARREST NOTICE on 9-8-2010. This is what was stated on my warrant.

1. Why am I being charged with this violation now when the judge on 6-22-2010 told me that the D.A refused to prosecute?

2. Why wasn't I notified about this charge prior to it becoming a warrant?

3. what does Court Appearance Condition: No cite and release mean?

4. What should I expect to happen when I go to court on Monday?

5. When I went online to access my case it stated FUGITIVE under release status!! WHY????

6. Why did it state this under my case)(see below)?

False tags in Orange County is an automatic 30 days in the county, 15 if you count night and day. You have a warrant for sure, check the ocsd.org warrant section. call 866-jailout Tony is awesome,
