A dirty bomb. Real nukes are expensive and terribly expensive to build. A dirty bomb is cheap and while there is no impressive mushroom cloud can leave a large area uninhabitable for decades until the area is deconned.



For terrorist group to use a nuke would bring international scorn and they would be hunted with prejudice. If they use a dirty bomb they will still be hated, but in some corners will get respect for showing restraint in not using a real nuke.

i could say the "sparkling and present risk" could be the two a grimy bomb or radiation dispersal gadget. Nukes will come from a rustic with a death desire - nuke us, we nuke them back, end of tale. a grimy bomb could be carried around in somebody's backpack. Any well being middle could furnish the launching pad for a radiation dispersal gadget. And what of a bio-attack which could be carried around in a soda can.

The greatest threat is from anything that the CIA can get their hands on.
