am I suppose to call the police if I almost hit by a truck?

I was just so angry yelling at this mexican truck driver...... crazy thing is this uneducated guy didn't feel sorry and just lift his 3rd finger....anyways, should I am call the police, if I almost hit by a car? or only I call when I got hit by a car?

No. If you have the license plate number then you can simply contact the Department of Motor Vehicles and report them. If you werent hit then no the police cant do anything. Sorry.

If you have a police department that has nothing to do and you have a 911 center where you like to tie up phone lines on non-sense instead of real emergencies certainly call the police for what might have happened.

You description of the "offender" will also not likely be appreciated.

if i was almost hit i wouldnt csre there is many careless drivers i would only call the po po if i was actuslly hit

You CAN file a report. You are not REQUIRED to file a report unless there is an actual collision.
